Oumou Ly
Manager, Government Affairs & Policy
Oumou Ly is an accomplished Government Affairs and Policy Manager with extensive experience in the healthcare and nonprofit sectors, specializing in policy advocacy, workforce development, and health equity. She is skilled at collaborating with member health centers and external partners to influence policy, advance workforce initiatives, and promote equitable access to care. In her role at the DC Primary Care Association (DCPCA), Oumou leverages expertise in cross-functional collaboration to improve healthcare outcomes and prevent health disparities by amplifying the voices of community health centers.
Oumou’s professional journey reflects her deep commitment to mission-driven work. She previously served as Workforce & Capacity Program Manager before stepping into her current position. She is also the founder and co-lead of DCPCA’s Wellness & Workplace Committee, which promotes wellness policies and initiatives across departments to foster resiliency and engagement among staff.
She earned her Bachelor’s degree from George Mason University’s School for Conflict Analysis and Resolution (SCAR) in 2019 and her Master of Public Health (MPH) from George Washington University. Passionate about leveraging her skills in advocacy and coalition-building, Oumou is dedicated to driving sustainable impact and advancing equity in healthcare across the District.
