Rochelle Logan
Chief Program Officer
Dr. Rochelle Logan joined DCPCA as the Chief Program Officer in October 2025. Dr. Logan is a strategic public health leader with over 20 years of experience leading multisector initiatives to improve community and population health outcomes. Her work has consistently focused on addressing healthcare disparities, strengthening health systems, and advancing equity through policy and practice.
Dr. Logan brings a wealth of experience managing high-performing teams, building cross-sector partnerships, and leading large-scale federally funded programs. She is known for operationalizing integrated models of care that bridge clinical and community services, and for implementing culturally responsive strategies that center the voices of underserved communities.
She is also highly skilled in government affairs, coalition building, and policy development at the federal, state, and local levels. Her leadership has been instrumental in overseeing multi-million-dollar budgets, driving quality improvement initiatives, and representing organizations in high-level convenings with policymakers and community health leaders.
Dr. Logan holds a Doctor of Public Health (DrPH) in Advanced Leadership in Public Health from the University of South Florida, a Master of Public Health (MPH) in Social and Behavioral Health Science, and a Bachelor of Science (BS) in Community Health Education—both from Morgan State University.
